I think it's sort of cute, actually. But it strikes me that this kind of public apology only gets made when the matter isn't relevant anymore. I doubt any European governments have made or are going to make now official apologies to the Islamic world for the Crusades, for example.
On the other hand, wouldn't it be awesome if the Pope as representative of the (vestigial) Roman Empire publicly apologized to himself as representative of Christianity for the Crucifixion?
